Economic Adjustment Assistance (EAA)
Purpose
Provide investments to support a wide range of construction and non-construction activities in regions experiencing adverse economic changes that may occur suddenly or over time.
Eligible Activities
- Construction/upgrading public infrastructure
- Design and implementation of sectoral partnerships
- Activities necessary to strengthen cluster acceleration and expansion
- Capitalization and recapitalization of revolving loan funds
- Development and implementation of long-term disaster recovery and resiliency plans
- Enhancement of infrastructure to make it more resilient to natural disasters
- Implementation of military base realignments and closures
- Development and expansion of commercial centers
- Procurement of equipment for workforce training programs
- Market and industry research/analysis for larger economic projects
- Creation or expansion of foreign direct investment, trade, or export initiatives
- Economic development projects that enhance density in the vicinity of other economic development
- Strategy grants to develop, update, or refine Comprehensive Economic Development Strategy (CEDS)
- Development of projects that provide technical assistance to enhance the capacity of key economic development actors in the region to promote the region’s locally owned strategies

Eligible Organizations Note: District organizations (multi-municipal authorities); federally recognized Indian Tribes; states, counties, cities, or any other political subdivisions of a state; institutions of higher education; and public/private non-profit organizations acting in cooperation with political subdivisions of a state.
NOTE: Projects in high-poverty areas are given precedence unless the project is of particular economic significance. To determine if your community is a high-poverty area, click here.
Funding Note: Grants and loans up to $200,000 for environmental assessments; grants and loans up to $1 million for remediation
Match Note: Generally, 50% match is required for all EDA projects
